Katie Thomson currently serves as the Director, Bipartisan Infrastructure Law Implementation at the U.S. Department of Transportation (DOT). In this capacity, Katie works with internal and external stakeholders to successfully implement approximately $660 billion in new and expanded programs across all modes of transportation over five years. This is Katie’s second stint at DOT. She rejoins DOT from Amazon, where she was Vice President & Associate General Counsel, Worldwide Transportation and Sustainability.

Krishna Desai is an enthusiastic marketing communications professional with nine years’ experience within the transport and technology industries. Having worked for Cubic Transportation Systems throughout that time, Krishna has gained global insights into how mobility can affect communities worldwide and the policies and technology needed to enable inclusivity. Krishna is a strong leader and an advocate for DE&I. Webinar: Waterborne Competitiveness: Comparing U.S. and Foreign Inland Waterways

The 12,000-mile inland waterways network in the United States is a vital trade corridor serving energy, agriculture, and other freight shipments internally and for export. Major global events like the war in Ukraine and the resulting supply chain disruptions illustrate the importance of the system and create an urgent need for efficient movement of goods. Eno’s newest report compares this system with other global rivers and shows how competition from other global waterways could limit this success if modernization of the system is not continued. In this webinar, we will explore six rivers from around the world and demonstrate how recent investments might affect America’s competitiveness and national security.

Webinar: What is next for MOD: Lessons from Los Angeles’ MOD Pilot During COVID

In January 2019, LA Metro launched a first-mile, last-mile mobility on demand (MOD) pilot with Via, offering shared rides to and from select rail transit stations. LA Metro and their partner research team collected robust data on the pilot, and Eno published several research reports evaluating how the pilot addressed contracting, data sharing, fare integration and accessibility. In response to the COVID-19 pandemic, the MOD pilot suspended shared rides, began allowing point-to-point rides, and leveraged its drivers to offer food delivery to customers with difficulty accessing food banks. In this webinar, researchers will examine data insights, share lessons learned during the pilot’s operation during COVID, and discuss what the region’s experience means for other agencies considering similar mobility on demand services.

Anna Allwright is a self confessed “transport geek” with nearly a decade of industry experience spanning strategy, marketing, government, and public affairs. She is passionate about sustainability and the power of public transport to create greener, healthier, more equitable and less congested cities. Allwright is committed to helping erode perceptions that public transport isn’t for everyone, and build a future mobility network that makes public and active transport the modes of choice for more people. In her role at Cubic Transportation Systems (Australia), she is responsible for leading the development and implementation of creative marketing and communications strategies for the Asia Pacific region. During her time at Cubic, she has implemented marketing and communications campaigns to support the roll-out of the award-winning Opal smart card ticketing system and the roll-out of contactless payments technology in NSW. She has also led the creation and implementation of communications plans for the NSW Intelligent Congestion Management Program and the QLD Next Generation Ticketing Program.


Jerome Horne leads TransitCenter’s strategies around increasing representative leadership and inclusive decision-making in the transportation field, change that is essential to advancing TransitCenter’s mission to improve transit in ways that make our cities more just and sustainable. Additionally, he plays an important role in determining best practices of agencies on rider engagement and works closely with our agency practice and advocacy teams to identify cities to target for replication of those practices.

Jerome comes to TransitCenter with experience from IndyGo and Foursquare Integrated Transportation Planning, where he worked in roles concentrating on proactive community engagement and the rider experience of using transit.

He lives in the Flatbush neighborhood of Brooklyn and enjoys taking walks through nearby Prospect Park. Jerome rides transit whenever possible, likes to bike, and curates his extensive collection of transit memorabilia known as the International Micro Museum of Transit.


Sam Longman is the Head of Corporate Environment at Transport for London. Longman is responsible for driving TfL’s corporate environmental performance, lead on embedding triple-bottom-line sustainability, responding to TCFD and wider sustainability disclosures. Leading TfL’s green financing strategy and environmental investable project pipeline development. He made the case and led the development and publication of TfL first ever Sustainability Report and Corporate Environment Plan.

TfL is the integrated strategic transport authority for London and one of largest public transport operators in the world. We regulate and contract for many vital transport services, renew and maintain an expansive and complex asset base, provide new infrastructure, are a landlord, and have a significant commercial portfolio, including property development and advertising. We directly employ around 27,000 people directly and over 100,000 indirectly. We have an annual spend of +£10bn, £6.7bn of which is through supply chains.

Longman leads on setting corporate environment policy and developing and implementing a corporate environment plan, providing strategic direction and reporting on progress toward environmental objectives, covering: Carbon, Energy, Air Pollution, Noise, Waste, Green Infrastructure, Invasive Species, Waste, Circular Economy etc Undertaking assurance activity and building capability across the business to meet our environmental objectives. He works with GLA and the Mayor’s team to deliver the Mayor’s Transport and London Environment Strategies.

Webinar: Reforming Governance to Transform Cities

As Chief Executive Officer of the Regional Transportation Commission of Southern Nevada (RTC), M.J. Maynard leads the only agency nationwide that is responsible for a region’s public transit system, traffic management, roadway design and construction funding, and transportation and overall planning efforts – all under one roof.

M.J. and her team manage a budget of more than $679 million annually, and incorporate the best practices of the private sector with those of the public sector, utilizing statistics, analytics, and monthly as well as annual benchmarks to ensure the agency’s fiduciary responsibility to taxpayers.

M.J. Maynard joined the RTC in February 2007 and served as Assistant General Manager of Administrative Services and later as Deputy Chief Executive Officer prior to leading the agency. During her 13-year history with agency, she has launched several groundbreaking initiatives including the RTC’s Club Ride program, which rewards commuters for using alternative modes of travel; the rideRTC smartphone app; and a massive transit safety expansion project encompassing the replacement of more than 3,000 bus shelters and amenities.

M.J. worked in Las Vegas’ hospitality industry for more than 25 years prior to joining the RTC, where she served as Vice President for Hard Rock Hotel and Casino for more than a decade. In this role, she oversaw a culturally diverse staff of more than 750 employees and was responsible for managing a multi-million dollar annual budget that included capital expansion projects.

Considered a leader in public transit management, M.J. was recently appointed to serve on the American Public Transportation Association’s (APTA) Board of Directors, an organization leading efforts to ensure public transportation is available and accessible in communities around the country. She holds a Bachelor of Science degree in Hotel Administration from the University of Nevada, Las Vegas.


Leslie S. Richards is the CEO and 11th General Manager of the Southeastern Pennsylvania Transportation Authority (SEPTA), the sixth largest public transportation agency in the U.S. with a budget of more than $2 billion and a vast network of 9,500 employees that enable the five million residents of the Greater Philadelphia region to connect to each other. SEPTA operates across six transportation modes and has 2,800 vehicles in service, 285 subway and rail stations, 13,000 bus and trolley stops, and 150 routes.

Prior to joining SEPTA, Richards was the first woman secretary of the Pennsylvania Department of Transportation (PennDOT), one of the largest and most innovative transportation agencies in the U.S. Richards left a lasting mark on the department by creating strategic solutions for the long-term success of Pennsylvania’s transportation needs through innovative, collaborative programs such as PennDOT Connects.

A staunch advocate for women and diversity in transportation and government, Richards has been recognized for her leadership in the industry and commitment to public service. Prior to her public service, she worked in the private sector as a senior project manager for environmental and civil engineering firms. Richards is a graduate of Brown University, where she concentrated in economics and urban studies. She received a master’s of regional planning from the University of Pennsylvania. She lives with her husband in Philadelphia.


Kevin Quinn is the Chief Executive Officer of TransLink, Metro Vancouver’s award-winning transportation authority. As CEO, Kevin Quinn oversees management, planning, financing, and delivery of a growing world-class transportation network that includes bus, SkyTrain, SeaBus, HandyDART, and West Coast Express transit services, along with five regional bridges, walking and cycling paths, and the Major Road Network.

Before joining TransLink, Kevin served as Administrator and Chief Executive Officer of the Maryland Transit Administration (MTA), one of the largest multi-modal transit systems in the U.S. with six transit modes, including buses, subway, light rail, paratransit, and commuter bus and rail. He also oversaw the construction of a new 25-km light rail line outside Washington, D.C., which is currently the largest transit public-private partnership in the U.S.

Prior to serving as CEO, Kevin was the Director of Planning and Programming for MTA. In this role, he was responsible for all aspects of design and implementation for the comprehensive overhaul of MTA’s local and express bus network, which included the restructuring of more than 60 bus routes and the introduction of new, high-frequency lines. Kevin also has private sector experience, as the Mid-Atlantic Transportation Planning and Policy Manager for STV, Incorporated.

Kevin holds a master’s degree in Public Policy from Johns Hopkins University. He has been a member of the American Institute of Certified Planners (AICP) since 2010 and was recognized as one of Mass Transit magazine’s Top 40 under 40 transit professionals.

Anne Strauss-Wieder is a nationally respected senior executive and expert who currently serves as the Director of Freight Planning for the North Jersey Transportation Planning Authority (NJTPA). She has over 40 years of public and private sector experience involving supply chains, industrial and economic development, resilience, and freight movement. She is the 2022 recipient of the Transportation Research Board’s (TRB) Thomas B. Deen Distinguished Lectureship. She has authored numerous assessments of emerging trends and issues and is often at ports, in industrial space, and at other freight operations. Ms. Strauss-Wieder is in leadership roles in several national professional organizations including the Council of Supply Chain Management Professionals, TRB, and NAIOP. She was also an appointed member of the US Department of Commerce’s Advisory Committee on Supply Chain Competitiveness and the US Maritime Administration’s Marine Transportation System National Advisory Committee. Ms. Strauss-Wieder also developed and teaches a graduate course on Freight and Public Policy at Rutgers University. She has a BA and MA in Regional Science from the University of Pennsylvania and was a Lead New Jersey 2010 Fellow.


Lillian BorroneLillian Borrone is the former Chair of the Eno Center of Transportation. A well-known transportation industry leader, her professional career has included senior policy and executive positions in both the federal and regional governmental levels and as an advisor to distinguished private sector companies.

Mrs. Borrone retired from the Port Authority of New York and New Jersey as Assistant Executive Director. In that role she provided advice to the Executive Director and Board of Commissioners on an array of issues including international trade and development, real estate acquisition and disposition for maritime, aviation and mixed use development projects and on transportation capital management priorities.

Prior to this position, Mrs. Borrone served for over 12 years as Director of the Port Commerce Department overseeing the New York and New Jersey marine terminals, waterfront and economic development projects, and, international relations responsibilities.

During her Port Authority career, Mrs. Borrone also served as Director of Management and Budget, Assistant Director of Aviation and in senior management positions in the Terminals and Rail Transportation Departments.

She also served as a political appointee at the U.S. Department of Transportation as Associate Administrator and then Deputy Administrator of the Federal Transit Administration’s predecessor agency, the Urban Mass Transportation Administration.

In 2001, Mrs. Borrone was appointed by President George W. Bush to serve on the United States Commission on Ocean Policy. The Commission’s report, “An Ocean Blueprint for the 21st Century”, was submitted to the Congress and accepted by the President in September 2004. She continues to be an active participant in the Joint Ocean Initiative Steering Committee, a successor entity comprised of U.S. Commission as well as Pew Ocean Commission members and distinguished ocean community leaders.

Mrs. Borrone is a member of the Board of Directors of STV, Inc., an international engineering firm; a member of the Board of Directors of Horizon Healthcare Holding Company, Inc., and subsidiaries of Horizon Blue Cross and Blue Shield of New Jersey; and a member of the Science Advisory Board to the Stevens Institute of Technology Center for Secure and Resilient Maritime Transportation.

Mrs. Borrone has received a number of honors and recognitions during her career, including election to the National Academy of Engineering and the National Academy of Public Administration. She graduated from Manhattan College, with a Master of Science in civil engineering/transportation management and holds a Bachelor of Arts degree in political science from American University.

Webinar: Electric Vehicle Charging Networks: Strategies, Data, and Models for States

As the Transportation sector continues to become more dependent on access to the electric power grid, increased coordination between the transportation and energy sectors will lead to more efficient connected systems. At a Federal level, The Investment in Infrastructure and Jobs Act (IIJA) provides a framework for states to start planning for charging networks to support transportation electrification. In this webinar, researchers from Texas A&M Texas Transportation Institute and its spin-off EV charging analytics company, ElectroTempo, will discuss the policy implications of the IIJA for how states can and should be planning for an electric future. They will give examples of stakeholder coordination efforts, funding mechanisms, and the critical need to harness predictive analytics to optimize charging infrastructure investments.

Dr. Ann Xu is co-founder and CEO of ElectroTempo, Inc. ElectroTempo, Inc. is a spin-off from Texas A&M Transportation Institute (TTI), where Dr. Xu led the development of the ElectroTempo regional electric vehicle charging demand simulator, which was selected as the designated analytics platform for Houston’s Regional Infrastructure Strategy for Electrification (RISE). Prior to TTI, Dr. Xu was Senior Technical Advisor for Impact and Assessment at the U.S. Department of Energy’s Advanced Research Projects Agency-Energy (ARPA-E).

Dr. Alice Grossman is an Associate Research Scientist with the Center for Advancing Research in Transportation Emissions, Energy, and Health (CARTEEH) at Texas Transportation Institute where she works within the Air Quality Program at TTI and leads the Clean Transportation Collaborative. Prior to joining TTI, Alice participated in the American Association for the Advancement of Science (AAAS) and Technology Policy Fellowship where she spearheaded the initiative for textual data asset management for portfolio analysis and program planning, management, and evaluation at NOAA. Before, NOAA, Alice worked as a Senior Policy Analyst at the Eno Center for Transportation.


Dr. Joe Zietsman is the Assistant Agency Director and Strategic Advisor at the Texas A&M Transportation Institute (TTI). He is also the director of the Center for Advancing Research in Transportation Emissions, Energy and Health (CARTEEH), which is a US Department of Transportation Center. He holds a Ph.D. in Civil Engineering from Texas A&M University and he is a member of the Graduate Faculty of Texas A&M University. His research interests are in sustainable transportation, air quality, and the intersection of public health and transportation.
