Founded in 1971, the Conference of Minority Transportation Officials (COMTO) was created to provide a forum for minority professionals in the transportation industry.

COMTO’s mission is to ensure opportunities and maximum participation in the transportation industry for minority individuals, businesses, and communities of color, through advocacy, information sharing, training, education, and professional development.

COMTO honors outstanding minority LDC fellows. Preference is given to LDC Fellows who are COMTO members or have held leadership positions. COMTO selects from the list of admitted students decided on by the Board of Regents, and generously supports their attendance through a financial contribution. This year COMTO has honored two students with awards. The second award is the COMTO William Coleman Jr. Scholarship.
