In this webinar, Eno’s Alice Grossman and Paul Lewis will examine the data needs that agency staff need to consider when developing MOD agreements with private providers. Background information on elements of data sharing in this context includes general state of the practice, and challenges and opportunities for transit agencies. The FTA Mobility on Demand Sandbox project in the Los Angeles and Puget Sound regions will serve as a case study with robust data sharing between multiple parties. Both general information and the case study help provide examples of various levels of success in developing and implementing these types of collaborations. This webinar will inform transit agencies, private MOD providers, and researchers of elements to consider when developing data sharing agreements.

This webinar will focus on virtually all aspects of the performance monitoring program, from conceptual development; to the four service pillars; to meaningful application, presentation, and usage of ongoing results. It will address MDOT MTA’s route grading system, visualized via “Report Cards” as well as an interactive online dashboard system that allows for easy analysis of trends over any timeframe. Tom Hewitt, Jr. is the Director of Service Development at the Maryland Department of Transportation Maryland Transit Administration (MDOT MTA). In 2017, Tom led the creation of the service plan, bus stop optimization, and operating implementation for BaltimoreLink, a complete redesign and rebranding of MDOT MTA’s Core Bus service. Since BaltimoreLink’s launch, Tom has developed bus stop design guidelines, bus service standards, and performance monitoring guidelines, each of which provides a plan for continued service growth and improvement. Tom has been instrumental in shaping MDOT MTA’s ongoing Core Bus performance monitoring program as a tool to identify successes and deficiencies as catalysts to make necessary service changes or adjustments.
Jeremy Strauss is a senior transportation planner at Foursquare ITP, a multimodal transportation planning firm in Rockville, MD. Jeremy has worked with clients in the Washington, DC-Baltimore region and beyond on a variety of transit service planning, performance monitoring, TDM, and Title VI projects. He is currently the consultant task lead for the Maryland Department of Transportation Maryland Transit Administration’s (MDOT MTA) Core Bus performance monitoring program, an initiative to consistently track service on safety, efficiency, reliability, and customer service metrics.

What are the needs and experiences of women traversing LA County? LA County Metro recently released a report, “Understanding How Women Travel,” in a first-of-its-kind effort to answer this question. Developing from Metro’s Women and Girls Governing Council, this study aimed to collect data and offer findings that can help improve women’s safety and comfort on transit and attract and retain women to the Metro system. To ensure a comprehensive approach that captured the diverse needs and experiences of women in LA County, the project team deployed an innovative, mixed-methods approach to capture quantitative data as well as qualitative data from hard-to-reach rider populations including women experiencing homelessness, women immigrants, and women with disabilities. In this webinar, panelists will discuss the origin of the project, the methods used, and the key findings from the study.

New privately-run mobility services are now ubiquitous in many urban regions. While these services are private ventures, companies and public entities can partner to deliver services that augment or enhance public transit. Of course, public transportation agencies contracting with private entities for services is not a new concept. Agencies routinely form agreements for services, ranging from information technology to station cleaning to bus and paratransit operations. Lessons and best practices for those traditional agreements abound.
What is different with the new mobility on-demand (MOD) services is that they are often run by startup companies with different business models and expectations. Public agencies and MOD companies alike have limited experience contracting on these types of services. In this webinar, we will review Eno’s recent case study on the contracts for the MOD Sandbox pilot projects in the Los Angeles and Puget Sound regions. We will discuss the nuances of interactions between private companies and public agencies, including non-disclosure agreements and data sharing, and provide recommendations for how the contracting process can be improved to ensure better project outcomes.
