The Transportation Senior Executive (TSE) Program is designed for accomplished leaders who are: 

  • Serving in their organizations C-Suite or in senior executive roles. 
  • Responsible for leading a team of direct reports. 
  • Bringing at least 3 years of senior or executive-level experience. 
  • Ready to advance their careers toward the top leadership positions in transportation — whether in the public, private, or nonprofit sector.

Priority consideration will be granted to those who have successfully completed other recognized leadership programs, including Eno’s TMM, TMM², EnoMAX, or AirMAX, as well as other leadership programs offered by partner organizations such as APTA, WTS, and NTI. 

Applications for the 2026 TSE Program are now open. The deadline to apply is Friday, January 23, 2026, at 11:59 PM (EST). 

To apply, please submit the following: 

  1. Online Application through an Eno Account 
  2. Statement of Interest (download statement of interest questions) 
  3. Updated Resume or CV 
  4. Signed Nomination Letter – from a senior or executive leader at your organization 

Once submitted, applicants should adjust email filters to ensure Eno messages are received. A sample application and detailed instructions are available below. 

TSE participants will explore a wide range of executive-level leadership themes, including: 

  • Strategic Perspective 
    • Master the expectations, challenges, and opportunities of top leadership roles in transportation. 
    • Leading with clarity in strategic communication 
    • Strengthen knowledge of current issues shaping the field, including transportation funding, legislation, governance, and policy 
  • Leadership Capacity 
    • Strengthening critical leadership and decision-making skills 
    • Leading through change with adaptability and foresight 
    • Cultivating effective relationships with boards, general managers, and senior stakeholders 
    • Practicing conscious and mindful leadership that integrates dignity and respect 
  • Talent and Teams 
    • Shaping and sustaining organizational culture and performance 
  • Building high-performing teams and inspiring talent 
  • Attracting and retaining talent in a competitive workforce 
    • Advancing diversity, equity, inclusion, and belonging (DEIB) in leadership and organizations 

During the week-long program, participants can expect to:

  • Interact and gain perspective from industry luminaries and experts with decades of transportation experience
  • Confidentially discuss, work on, and share their own leadership challenges with peers and faculty in small breakout groups (Impact Group sessions)
  • Complete a thorough 360 leadership assessment informed by supervisors, direct reports, and peers, and develop an action plan to maximize strengths, manage improvement
  • Participate in VIP discussions to identify and hone leadership “sticking points”
  • Engage in challenging, highly interactive, real-world exercises
  • Complete a one-hour individual coaching session with an executive coach prior to the course
  • Attend post-course webinars with a peer coaching event to reinforce course content and connect on applied lessons from the program
  • Access to Eno’s online policy/research library portal and all resources for the course

By the end of the program, participants will: 

  • Gain perspective on the expectations, challenges, and opportunities of top leadership roles in transportation. 
  • Build lasting connections with peers and guest faculty through confidential, small-group discussions (Impact Groups). 
  • Deepen understanding of essential leadership traits, strategies, and values, with a focus on ethics, stakeholder relationships, and organizational culture. 
  • Explore best practices for attracting, retaining, and developing talent in a rapidly evolving workforce. 
  • Strengthen knowledge of current issues shaping transportation, including funding, legislation, and governance. 
  • Assess personal leadership strengths and growth areas through a 360 assessment and create an action plan to apply learnings directly to your role. 
  • Develop stronger skills as a coach and mentor, enhancing your ability to lead teams and inspire performance. 
  • Practice advanced leadership techniques in interactive exercises that simulate real-world challenges. 
  • Enhance your ability to positively influence and guide organizational performance. 
  • Prepare for advancement into senior leadership roles by refining skills that drive impact at the organizational and industry level. 
  • Contribute to the future of the transportation industry as part of a distinguished network of senior leaders. 

The cost of the TSE Program is $6,500 per participant. This fee represents a comprehensive investment in executive leadership development and includes: 

  • All program materials and the 360 Assessment 
  • Access to guest faculty and executive coaching sessions 
  • Preferred hotel options and rates  
  • Most meals during the week 
  • VIP Welcome Dinner and Graduation Reception  

Participants are responsible for their own travel arrangements and a few meals not covered by the program. 

Note: Tuition may be eligible for support through professional development funds at your organization. We encourage applicants to check with their employer about available resources. 

The Frank J. Lichtanski Memorial Scholarship, offered by the American Public Transportation Foundation (APTF), provides full tuition support for one eligible candidate from a small or medium-sized transit agency. The recipient also receives a waiver of registration fees for the APTA Annual Meeting. 

This scholarship honors the legacy of Frank J. Lichtanski, the long-time General Manager/CEO of Monterey-Salinas Transit in California. Remembered for more than 30 years of dedicated service, Mr. Lichtanski exemplified a lifelong commitment to excellence in public transit and to advancing opportunities for small and mid-sized agencies. 

To be considered, applicants must complete the “Scholarship” section within the TSE application. The selected recipient will be notified directly by the Eno Center for Transportation. 

Course tuition should be paid 30 days before the start of the program either online during registration or through a company invoice. If an invoice is the preferred method of payment, one will be emailed to the participant after registration is complete. Payment terms for invoices are net 30 days. Cancellations and Transfers

We understand that schedules can change. Below is our cancellation and transfer policy for the TSE program: 

Cancellations 

  • Cancellations must be submitted in writing to PDPSupport@enotrans.org. 
  • If you cancel more than 30 business days before the program start date, you will receive a refund minus a $350 administrative fee. 
  • If you cancel 11–30 business days before the program start date, 50% of tuition is non-refundable. 
  • If you cancel 10 business days or fewer before the program start date, tuition is non-refundable. 

Transfers

  • If you cannot attend, you may transfer your paid registration to another TSE program date (subject to availability) if the request is made more than 30 business days before the start date. 
  • Transfer requests must be submitted in writing and are permitted once per calendar year. Transferred applicants must also meet the program’s minimum eligibility requirements. 
  • Approved transfers are at Eno’s discretion. 

Waitlist and Additional Notes

  • Applicants placed on the waitlist will be notified directly. If you wish to withdraw from the waitlist, notify us promptly. 
  • Please note that participation requires advance preparation. Deliverables may require immediate attention once accepted. 
  • Eno is not responsible for travel penalties or personal costs incurred due to a program cancellation caused by force majeure.
