The 2025 Transportation Senior Executive program (TSE) is a part of the PULSE™ series: an intensive, advanced leadership development path designed to meet the needs of transportation leaders.

PULSE™ stands for Path Upward for Leading Senior Executives and is specifically developed for the TSE program. The program’s centripetal force is simple: design a program for seasoned transportation leaders across the country that meets them at their point of need and prepares them for the next bold step in their careers.

This uniquely curated program is for individuals 1 to 3 levels from or within the C-suite. Applicants should be interested in refining their leadership and high-level intrapersonal skills, be open to confronting blind spots through a 360-analysis, apply cutting-edge strategic techniques to real-world challenges and, at the core, emerge as powerful leaders in their organizations and the transportation industry.

Individuals who attend the TSE program are 1 – 3 levels from or within the C-Suite, lead a team of direct reports, have a minimum of 3 years’ experience in a senior or executive role, and are ready to advance their careers, ultimately, to the #1 or #2 helm positions in transportation leadership – whether public, private, or federal.

Applicants who have successfully completed other leadership programs will be given priority consideration by the Selection Committee. This includes completion of Eno’s  Transportation Mid-Manager Program, Eno/MAX, AirMAX and other premier leadership programs offered by the American Public Transportation Association (APTA), Advancing Women in Transportation (WTS), Conference of Minority Transportation Officials (COMTO), and the National Transit Institute (NTI).

Applications for the 2025 TSE Program are now open. The deadline to submit an application is Friday, January 10, 2025, by 11:59pm EST.  

Individuals interested in applying for the program must provide the following:

  1. Complete and submit an Online Application
  2. Write and submit a compelling Statement of Interest
  3. Submit an Updated Resume or CV best representing who you are
  4. Submit a Signed Nomination Letter (by a senior or executive leader at your organization)
  5. Adjust spam filters and stay closely tuned to their email

The TSE program is held yearly in the Washington, D.C., area. More detailed information on hotel lodging and logistics will be sent to participants registering for the program.

During the week-long program, participants can expect to:

  • Interact and gain perspective from industry luminaries and experts with decades of transportation experience
  • Confidentially discuss, work on, and share their own leadership challenges with peers and faculty in small breakout groups (Impact Group sessions)
  • Complete a thorough 360 leadership assessment informed by supervisors, direct reports, and peers, and develop an action plan to maximize strengths, manage improvement
  • Participate in VIP discussions to identify and hone leadership “sticking points”
  • Engage in challenging, highly interactive, real-world exercises
  • Complete a one-hour individual coaching session with an executive coach prior to the course
  • Attend post-course webinars with a peer coaching event to reinforce course content and connect on applied lessons from the program
  • Access to Eno’s online policy/research library portal and all resources for the course

Sample Agenda & General Schedule (subject to change without notice*)

  • Gain an understanding of expectations for CEO/GM and second-in-command roles
  • Examine one’s career aspirations relative to known leadership traits, behaviors, and strategies
  • Identify best practices and explore one’s values and ethics when managing relationships with stakeholders (e.g., board of directors, team members, constituents)
  • Assess how to positively impact and lead an organization
  • Identify personal areas of strength and growth and tighten skills as a team coach and mentor
  • Develop and improve key leadership skills
  • Discuss personal leadership challenges in confidential small group sessions (Impact Groups)
  • Explore how organizational culture can be shaped, impacted, and changed
  • Discuss the challenges and opportunities for attracting and retaining emerging talent

Program costs for the 2025 Transportation Senior Executive Program is $6,300. Program benefits include the following:

  • Coverage of most meals (breakfast, lunch, and light snacks) in addition to a welcome dinner/networking reception on one evening.
  • Hotel lodging is not included in tuition fees. However, Eno competitively negotiates standard hotel rates for program attendees. All Eno event hotels are rated 3-stars or above and located in thriving, transportation-hub cities. Once selected into the program, a weblink will be sent to participants registering for the program to directly book their stay via the hotel’s reservation portal. For 2025, a general estimate for lodging in the Washington, D.C., area for the weeklong program is approximately $1,675 (including taxes/fees) for a standard king/queen room.

The following scholarships are available for the 2025 program year:

The Frank J. Lichtanski Memorial Scholarship, offered by the American Public Transportation Foundation (APTF)

This scholarship honors the legacy of Frank J. Lichtanski, the long-time General Manager/CEO of Monterey-Salinas Transit in California. Mr. Lichtanski is remembered for his 31 years of dedication to providing exceptional transit service to the people of Monterey County, California.

In recognition of his commitment to the public transit industry and support for small and medium-sized transit agencies, the scholarship provides full tuition support to an eligible candidate from a small or medium-sized transit agency. Additionally, the scholarship recipient receives a waiver of registration fees for the APTA Annual Meeting.

To be considered for the Frank J. Lichtanski Memorial Scholarship, please ensure you complete the “Scholarship” section within the TSE application. The selected recipient will be directly notified by Eno Center for Transportation.

Course tuition should be paid 30 days before the start of the program either online during registration or through a company invoice. If an invoice is the preferred method of payment, one will be emailed to the participant after registration is complete. Payment terms for invoices are net 30 days. Cancellations 

All cancellations must be made in writing and submitted to PDPSupport@enotrans.org. Should the event be cancelled by force majeure, Eno is not responsible for any penalty incurred because of purchasing a non-refundable travel ticket or related travel/personal costs.

Confirmed registrants* may cancel and receive a refund (minus a $350 administrative fee) up to 30 business days before the program start date.
Note that all payments must be completed 30 days prior to the program start date.

  • If you find that you are unable to attend, and it is less than 30 business days before the program start date, you forfeit 50% of your tuition.
  •  If you find that you are unable to attend, and it is 10 business days or less before the program start date, you forfeit 100% of your tuition.

*Confirmed registrant: A person who has been officially accepted into an Eno Leadership Program and has confirmed their enrollment by submitting the online registration form and generating an invoice within 7 calendar days of acceptance. 

Transfers
If you are unable to attend and it is more than 30 business days before the program start date, you may transfer your paid registration to another program date, subject to availability. Notifications must be made in writing and submitted to PDPSupport@enotrans.org .

Applicants have 30-days from receipt of acceptance letter to formally in a request to transfer to a different session, subject to availability.

Approved transfers are permitted one time only within the calendar year.  All transfers must be approved and are at the sole discretion of Eno.

Waitlist

Waitlisted candidates will be notified if they are placed on the waitlist. Should a candidate wish to withdraw from the waitlist, they must promptly notify Eno. Candidates must accept and agree that course deliverables require immediate attention and often involve a quick turnaround, involving others, to prepare for the start of the program.

To ensure a safe and immersive learning experience, all TSE participants are required to undergo a brief Health and Safety check (forehead temperature check) at the top of each morning during the program week.  Participants must comply with any state and local COVID-19 mandates and protocols.

American Planning Association (APA) AICP Certification Maintenance (CM) credits are subject to availability. Please check our website regularly for updates on 2025 availability.
