California High-Speed Rail Cost Could Rise to $98B, Authority Admits It May Not Be Able To Complete IOS

March 14, 2018 – Last Friday, the California High Speed Rail Authority (CHSRA) released a draft 2018 business plan stating that costs for completing Phase 1 of the system (San Francisco to Anaheim) could rise as high as $98 billion, that completion will take four more years to complete than was estimated two years ago, and that the authority will probably need additional funding from somewhere in order to complete the initial operating segment of the system. The authority even raises the possibility of operating two non-connected segments – one from San Fransisco to Gilroy, and the other from Madera to Bakersfield – while waiting for more money from somewhere so they can finish digging tunnels to connect the two segments.

California Allows Autonomous Test Vehicles to Operate without a Driver on Public Roads

March 9, 2018 – The State of California has updated their regulations for automated vehicles (AVs) on public roads to allow testing of automated vehicles without a driver in the vehicle this spring, a change from the current regime that requires a human to monitor behind the wheel at all times. The notice will go out on April 2, 2018, and the state will be able to approve permit applications 30 days later.s

March 8, 2018 – On March 7, the House Subcommittee on the Environment held a hearing addressing the future of transportation fuels and vehicles. Subcommittee members expressed many concerns about the current state of transportation fuel economy, noting that transportation has taken the lead in greenhouse gas emissions, and electric vehicles have become an expensive alternative.
