May 31, 2018 – The Federal Transit Administration (FTA) issued a final rule Wednesday on Private Investment Project Procedures (PIPP), which allows recipients of FTA funding for public transportation capital projects to modify or waive FTA requirements for that project if they can demonstrate the waiver will encourage private sector involvement.
Thanks to the dedication of our Board of Regents, who selects the 20 Eno Fellows from a highly competitive and talented pool, this year’s cohort were among the best yet. Here is a summary of their week, including the annual Leadership Awards Dinner.

May 31, 2018 – California voters can weigh in on two separate transportation measures on the ballot next Tuesday, June 5. While the two propositions are unrelated, both are attempts to revisit major state legislation that was passed last year.
May 31, 2018 – Two months after the fatal crash in Tempe, Arizona involving an Uber test vehicle in self-driving mode, the National Transportation Safety Board (NTSB) released a preliminary report on the crash.
May 31, 2018 – The surprise inclusion in the draft fiscal 2019 Transportation-HUD appropriations act of a provision banning the use of federal transit dollars to purchase transit vehicles from Chinese companies could have enormous implications for transit agencies in Chicago, Boston and Los Angeles – but it’s also about a long-term strategy to prevent Chinese rail car makers from getting into the separate U.S. market for freight rail cars.

May 30, 2018 – Last Friday afternoon, the House Rules Committee announced the amendment process by which the Water Resources Development Act (H.R. 8) will be brought before the House of Representatives for debate next week. That process includes stripping out a provision authored by Rep. Peter DeFazio (D-OR) that would have made tens of billions of dollars from the Harbor Maintenance Trust Fund (HMTF) available for immediate expenditure – ten years from now.
May 25, 2018 – The Senate Commerce, Science and Transportation Committee abruptly pulled the nomination of Heidi King to head the National Highway Traffic Safety Administration from its markup schedule earlier this week. The nomination has not been rescheduled for a vote.
