This multi-part ETW series details some of the most interesting facts and findings of that work. Although the research does not predict the future or propose any recommendations, the results are instructive for thinking about how international air service has evolved over the past few decades.

May 3, 2019 – In 1947-48, the “Hoover Commission” outsourced its analysis of government to outside task forces, which often contradicted each other. The Brookings Institution recommended creation of a Department of Transportation, but Robert Moses recommended a Department of Works instead.

May 3, 2019 – This week, the bipartisan leadership of the House Transportation and Infrastructure Committee introduced a bill (H.R. 2440) that would allow the immediate spend-down of $9.3 billion in balances that have built up in the Harbor Maintenance Trust Fund (HMTF).
May 2, 2019 – The nonpartisan Congressional Budget Office (CBO) today released updated baseline budget projections for the ongoing fiscal year 2019 and the ten-year period of fiscal 2020-2029. The new baseline estimates that the cost of keeping the Highway Trust Fund solvent at baseline spending levels (FY 2019 enacted levels plus annual inflation increases of around 2 percent per year) has risen to about $176 billion, which is about $12 billion higher than the $164 billion that CBO projected in its January 2019 preliminary baseline.

May 2, 2019 – The new chairman of the California High Speed Rail Authority (CHSRA) yesterday released a project status update that fleshes out the plan outlined by new Governor Gavin Newsom to focus on completing and implementing high-speed rail service on a 171-mile corridor from Merced in the north to Bakersfield in the south, at a cost of $20.4 billion.
