October 15, 2019 – For fiscal year 2020, there were only three states that received highway formula funding that was less than 100 percent of their most recently estimated annual tax payments to the Highway Account of the Highway Trust Fund – Texas, Colorado, and South Carolina. But the adjustment to get Texas above a 95 percent “rate of return” actually made the other two state’s rates of return worse…
