Biennial (and Bipartisan) Water Resources Bill Approved by House Panel

July 17, 2020 – Weeks after the panel muscled a partisan surface transportation bill through the markup process, the House Transportation and Infrastructure Committee held a much different markup on July 15 to approve a bipartisan water resources bill by voice vote.

July 10, 2020 – Net tax deposits into the Highway Trust Fund were down 41 percent in June 2020 versus June 2019, which (finally) tracks with refinery production of gasoline dropping by about 40 percent at the peak of coronavirus-related travel demand reduction.

House FY21 Appropriations Process Begins, Using “Emergency” Spending Authority

July 8, 2020 – House Democrats this week unveiled their outline for the twelve bills that would fund the discretionary side of the federal government for fiscal year 2021. The spending outline adheres to the Budget Control Act spending caps totaling $1.298 trillion, set in the Bipartisan Budget Act of 2019, but only by funding many Democratic priorities as off-budget emergencies, which require a Senate supermajority and Presidential approval, sometimes line-item by line-item, in order to be successful.
