Restoring Lower Manhattan Access: Operations and Planning Challenges

The 9/11 attack on the World Trade Center killed nearly 3,000 people and crippled access to Lower Manhattan. The scale of death and destruction and the significance of the district, economically and symbolically, drove many aspects of the recovery effort. The episode was unique, but may offer some lessons relevant for recovery from future incidents involving destruction of major transportation infrastructure.

The Port Authority of New York and New Jersey and its World Trade Center (WTC) headquarters were at the center of the attack, which destroyed the complex and buried the terminal of its PATH rapid transit system, Lower Manhattan’s primary transit link across the Hudson River. Its Executive Director, Neil D. Levin, was among the 84 agency employees killed that day. Beyond the calamity at the WTC site, staff at its airports, marine terminals, and bistate bridges and tunnels pivoted immediately to curtail operations and to begin adapting to an uncertain era of security mandates.

9/11 was a multi-modal, multi-agency disaster. Subway stations in and adjacent to the WTC complex were inaccessible. City streets were damaged, as well as West Street, an arterial roadway between the WTC complex and the World Financial Center to the west. New Jersey Transit rail branches terminating in Newark and Hoboken for transfers to PATH lost their Lower Manhattan rail connection. Ferry service across the Hudson between the Hoboken intermodal transit hub and the Port Authority’s ferry terminal at the World Financial Center was suspended, with the loss of access across West Street. Express bus services were cut off. A mayoral declaration of a State of Emergency prohibited most vehicular access to Lower Manhattan.

Twenty-five years later, the transportation network serving Lower Manhattan has been restored and improved. Transportation initiatives born in the early months after 9/11 prevented the exodus of corporations and financial institutions that many feared would follow 9/11. What were the key strategies that enabled this transformation?

Focus on the Lives Lost: The stunning death toll compelled the attention of public officials, the news media, and the public as well as the agencies tasked to respond to the disaster. This was evident in the months of painstaking debris removal, paused whenever searchers detected human remains. Americans mourned with grieving families. From the outset, a consensus emerged that any redevelopment plan must be designed around a major permanent memorial.

These sentiments were reinforced constantly in the months and years that followed. One effect of that focus was it enabled public agencies and stakeholders to engage in debating how best to redevelop the site and revitalize Lower Manhattan without seeming to discount the human tragedy that had occurred on 9/11 or disrespect the families of the victims. Confidence that those lost would not be forgotten in a redeveloped World Trade Center complex enabled the phased return of commercial activity downtown and the determined actions by public agencies to re-establish transportation access to Lower Manhattan and begin planning permanent reconstruction of a site where so many lives had been erased.

Restoration of Transit Access: Amid those first days of shock and mourning, the operating agencies began meeting about initial options for commuter access to Lower Manhattan. Though Lower Manhattan access was restricted, multiple subway lines converged on the district. Most were undamaged. The most acute need was replacement of the trans-Hudson services lost or compromised by the attack and its impacts. Though extensive trans-Hudson rail and bus networks served Midtown, they lacked the peak-period capacity to absorb tens of thousands of displaced Lower Manhattan commuters seeking to transfer to subways for downtown access.

The Port Authority, New Jersey Transit, and New York City’s Department of Transportation (NYC DOT) quickly agreed that expansion of already available but limited, privately operated trans-Hudson ferry service offered the quickest solution for reconnecting Lower Manhattan with commuters crossing from New Jersey. Ferries also could link Lower Manhattan businesses with back-office worksites that were emerging on the Jersey City waterfront. Ferry-unit staff from the Port Authority and NYC’s Department of Transportation agreed to adapt an accessible pier near the southern tip of Manhattan that opened in October 2001 to serve trans-Hudson commuters. City-owned ferry piers on the East River absorbed additional ferry services from other boroughs as well as New Jersey. As workplaces slowly reopened, the Metropolitan Transportation Authority (MTA) began restoring subway service on undamaged lines. MTA staff also coordinated production of frequently updated pamphlets informing commuters and residents of the phased return of transit services, including evolving PATH, ferry, and bus connections.

In December 2001, with WTC-site recovery and debris removal still underway, the Port Authority committed to open a temporary WTC PATH terminal within two years. The temporary terminal opened in November 2003 at a cost of $323 million.

Stakeholder Engagement: NYC’s robust civic community promptly organized energetic public engagement programs to re-envision the WTC site and Lower Manhattan redevelopment, with sometimes guarded agency participation. Downtown businesses created a Transportation Users Group that met regularly with the operating agencies, providing an important forum for managing interim transportation services as employers brought workers back to their offices.

Interagency Coordination: Lower Manhattan’s successful transportation recovery reflected extraordinary interagency collaboration. On September 20, 2001, operating agencies and local USDOT staff exchanged reports in a meeting hosted by the New York Metropolitan Transportation Council. The region’s metropolitan planning organization, which had been quartered in One World Trade Center, had lost three employees on 9/11. One early collaboration weighed options for a downtown bus terminal for express buses. The idea was set aside when surveyed riders preferred retaining stops along local streets near their workplaces as before the attack.

Less than a month after 9/11, agencies revisited potential enhancements to subway station infrastructure that had been considered in a pre-9/11 MTA study. These initiatives included a new underground pedestrian passageway linking the WTC concourse with the nine subway lines that converged at Fulton Street a long block away. That corridor, a shared element of Port Authority and MTA plans for reconstructing both hubs, was ultimately completed in 2014.

Federal Support: The federal government played a vital role. The Federal Emergency Management Agency promptly supported expanded ferry operations and approved a grant for initial PATH reconstruction, among other early actions. President George W. Bush and Congress approved an extraordinary $20.6 billion in federal funds for recovery from the 9/11 attacks, with $4.55 billion of that total earmarked for transportation reconstruction and improvement projects in Lower Manhattan. These funds enabled PATH WTC Terminal reconstruction and MTA projects to modernize and untangle pedestrian circulation at a new Fulton Street Transit Center, and to improve the South Ferry subway station, which served commuters using New York City’s Staten Island ferry service. Service to the southernmost stations on this line was interrupted by the damage to its Cortlandt Street station below the World Trade Center.

The Federal Transit Administration established a special Lower Manhattan unit to augment the resources of its regional office and shepherd project approvals. USDOT also backstopped the transportation agencies in resisting suggestions that all the major proposed transportation recovery projects be evaluated in a single, combined National Environmental Policy Act environmental review. The major projects underwent distinct, coordinated NEPA reviews, allowing each to move forward compatibly but independently.

Transition From Emergency Recovery Mode: Some stakeholders saw the transportation recovery process as an opportunity for transformative improvements to the pre-existing transportation network, outside of agencies’ current capital priorities, while the provider agencies focused more on restoring essential destroyed links and modernizing legacy infrastructure with affordable projects that presented fewer construction and operational risks.

This aspect of the Lower Manhattan transportation recovery process eventually set the boundary between projects accepted as essential to restore downtown access and eligible to receive federal reconstruction funding, and network enhancement projects more appropriate for later consideration. With most federal transportation recovery funds allocated, policymakers relied on formal evaluations of additional proposed improvements touching Lower Manhattan. This signaled the end of the recovery mission and the gradual reassertion of established processes for project development, federal surface transportation oversight and funding, and capital program priority-setting – particularly for the Metropolitan Transportation Authority and the Port Authority.

Most notable was intensive pressure – including from New York gubernatorial and New York City mayoral administrations — for a project linking Lower Manhattan directly with JFK International Airport in Queens and the Long Island Rail Road, to reinforce the Financial District’s long-term viability as a global business center in competition with Midtown and other cities. This was a familiar issue. Well before 9/11,  downtown advocates saw Lower Manhattan as at a disadvantage compared with Midtown, which had direct commuter rail access to the region’s suburban labor markets at Penn Station New York (LIRR and NJT) and Grand Central Terminal (Metro North).

Downtown business leaders voiced less concern over commutation from the faster growing market west of the Hudson River, as the Port Authority invested in PATH improvements and supplemental ferry service, and NJ Transit steadily upgraded its rail network (including service to New York suburbs across the northern border of New Jersey under an agreement with the MTA).

Exacerbating concern over Midtown’s advantages, major projects in planning included connection of LIRR service to Grand Central and expansion of peak-period capacity at Penn Station New York for NJT and Amtrak service. Also in prospect were rail connections with people-mover transfers to JFK and Newark International airports, via Penn Station, and to JFK from Grand Central Terminal once connected with the LIRR.

The determination to bolster Lower Manhattan’s commercial prominence – shared across the region and by the federal government – understandably spurred a succession of proposals by the New York City and State administrations to establish these new links to Lower Manhattan. Initial concepts to shoehorn a subway link from the LIRR hub in Jamaica, Queens into Lower Manhattan foundered on concerns from MTA and borough officials that the project would diminish service for local riders commuting to Manhattan.

Recognizing that an LIRR and JFK link would require a new route and a new East River tunnel led to a more detailed evaluation by the Lower Manhattan Development Corporation. LMDC was a joint New York City and State entity created to oversee many aspects of Lower Manhattan redevelopment and the flow of federal reconstruction funds. The LMDC project team evaluated LIRR-based and subway-based options to improve Long Islanders’ access to Lower Manhattan, and to link the Financial District with JFK via the Port Authority’s new JFK AirTrain automated rail shuttle service.

The next step was a joint planning effort managed by a team from LMDC, the City, the MTA, and the Port Authority. Unlike the previous study, this effort began with a commitment to adhere fully to FTA and NEPA criteria for alternatives analysis, modeling of potential markets, and cost estimation. Working in earnest, the study partners eventually concluded that both an LIRR- and subway-based alternative were feasible, but their cost and complexity were higher than previously anticipated. Just as significantly, sentiment grew that this new connection, though desirable, was beyond the scope that the federal government would fund under the commitment to Lower Manhattan recovery

and beyond the available resources of the MTA and Port Authority.

For the Port Authority, the concept of extending the PATH service from Newark Penn Station to Newark Liberty International Airport (renamed after 9/11) remains a prospect for the future while other PATH improvements continue. The NEPA review for the PATH WTC Terminal replacement examined but did not advance advocates’ proposals to connect PATH trains through Lower Manhattan to the NYC Transit subway system, which both agencies opposed.

Lessons Learned for Recovery From Destruction of Major Transportation Infrastructure

 In sum:

  • Where there has been loss of life, steadfastly honor the dead and the grieving families and affected communities in step with restoration initiatives and reconstruction planning
  • Engage with all stakeholders, including public officials, transparently and continually, to help frame the parameters of interim service restoration and scope of reconstruction efforts, while being receptive to creative solutions
  • Establish interagency and intergovernmental coordination for incident-site management and access, interim transportation services, and reconstruction planning – including with regulatory agencies
  • Act quickly – consistent with safety/security mandates and site conditions — to restore access interrupted by the incident, substituting other modes that can be mobilized more quickly and affordably than infrastructure-based solutions.
  • Secure dedicated resources: Reconstruction of essential transportation infrastructure should be funded through special appropriations, or perhaps public-private partnerships, rather than competing with the never-adequate operating and capital resources available to most transportation agencies.
  • Define the scope of extraordinary investments essential for transportation service recovery, commit to their construction and funding, and return to established transportation planning, capital program development, and project approval processes as soon as it is practical to do so.

 

Twenty-Five Years Later: The WTC Memorial faithfully and permanently honors those lost on 9/11. A vibrant network of streets and transitways surrounds it. One more lesson learned: Achieving that balance was the goal that motivated and united those involved in Lower Manhattan recovery through years of effort. For those who may be called upon to respond to future traumatic incidents, honor the sorrow and imagine a brighter future.
