The Federal Transit Administration’s public update of the status of major mass transit Capital Investment Grant (CIG) projects shows two Northern California megaprojects switching places on their timing.
In the mid-July update, FTA indicated that the San Francisco Transbay Corridor (total cost $8.25 billion, CIG share $3.38 billion) was on track to receive a signed full funding grant agreement (FFGA) in mid-2025, but the August update shows that date being delayed to summer 2027.
Meanwhile, the $12.75 billion BART Silicon Valley Phase II extension in San Jose has moved up in schedule. The project was granted entry into the Engineering phase of the CIG program on August 1 of this year, which has allowed the estimated CIG date of “Late 2024” to be assigned. While the overall project cost has not changed, the CIG share has been reduced from $6.20 billion (49 percent of the total cost) to $5.10 billion (40 percent), a federal cost savings of $1.1 billion.
(Given the tight Presidential election polling, the practical difference between an estimated FFGA date of “Late 2024” and a date of “Any point after January 20, 2025” cold be enormous.)
Nothing else has changed amongst the multi-year CIG projects already in the Engineering phase of the CIG process.
