Eno will honor Mortimer Downey - longest-serving Deputy Secretary and Chief Operating Officer of the U.S. Department of Transportation (USDOT) - with a Lifetime Achievement Award, and Phillip Washington - CEO of Los Angeles County Metropolitan Transportation Authority - with the Wilbur S.
