THE PRESIDENT’S BUDGET REQUEST

White House Office of Management and Budget Documents

  • The President’s Budget Message – a broad overview of the priorities behind this year’s budget request (see pp. 25-27 for a narrative of infrastructure priorities) with government-wide summary tables at the back.
  • The Budget Appendix – proposed appropriations language, a brief explanation of proposed changes for each account, and obligation and object class tables for the Department of Transportation, the Department of Homeland Security,  the Army Corps of Engineers, and “Other Independent Agencies” (which includes the proposed National Infrastructure Bank).
  • Proposed changes to the Highway Trust Fund – excerpt from the Analytical Perspectives volume of the OMB budget documents which explains the proposed changes in the Highway Trust Fund for the GROW AMERICA Act and projected balances of the new Transportation Trust Fund.
  • Proposed tax revenue changes – excerpt from Analytical Perspectives giving details of proposed changes in tax law, including the repatriation “pay-for” for GROW AMERICA (pp. 159-160) and proposed changes in the tax treatment of infrastructure bonds (pp. 165-167).
  • 10-year summary table of the entire budget – shows, by agency and account, the “out-years” of the entire budget request over the next decade.
