The full House Appropriations Committee earlier today approved, by voice vote, a $35.4 billion appropriations bill for energy and water development for fiscal year 2016 that also provides $5.6 billion for the civilian water resources program of the Army Corps of Engineers.
The full committee adopted a few minor amendments, but none of the amendments changed the funding levels approved by the Energy and Water subcommittee last week. The committee rejected, by a party-line vote, an amendment by Rep. Marcy Kaptur (D-OH) to strike language from the bill restricting the ability of the Corps of Engineers to move ahead with certain environmental regulations, which may trigger a veto threat from the White House on the overall bill.
