Senate Confirms FRA, FMCSA and GovAff Nominees; White House Picks Drake for FTA Administrator

February 14, 2018 – The Senate broke a six-month logjam last night and confirmed, by voice vote, Ronald Batory to be Federal Railroad Administrator and Adam Sullivan to be Assistant Secretary of Transportation for Government Affairs. Both nominations had been held up by Senate Minority Leader Chuck Schumer (D-NY) and other New York and New Jersey Senators since early August 2017 as leverage in talks with the White House over the proper federal share of funding for the $30+ billion Gateway Program of rail projects in those states.

FY19 Budget Request: The Big Picture

February 14, 2018 – President Trump on February 12 submitted a budget request that called for $4.4 trillion in federal spending in 2019, offset by $3.4 trillion in tax and other receipts, leaving a deficit of $984 billion. But the budget was already outdated on the day it was released – while the FY 2019 budget was at the printers, Congress passed and the President signed a law allowing an extra $295 billion in appropriations over the 2018-2019 biennium. So the real deficit is expected to be around $1.2 trillion under the President’s plan.

FY19 Budget Request: Highway Trust Fund Promises Kept This Year, but No Plan for the Future

February 14, 2018 – The fiscal 2019 budget request from the Trump Administration scrupulously fulfills all of the promises made by the FAST Act for Highway Trust Fund financial resources for the year covered by the budget. And while the budget does not put forward any proposal to deal with the Trust Fund’s insolvency that will occur starting in 2021, it does change the way that the insolvency is presented in the budget numbers that, to us, seems better than the way this data has been presented in the past.
