DOT Explores Killing Dedicated Fuel Tax Revenues Now Going to Mass Transit

November 21, 2025 – The Trump Administration is considering a proposal to abolish the Mass Transit Account of the Highway Trust Fund and transfer its 2.86 cents per gallon of dedicated motor fuel tax receipts to support highways instead. Problem: it’s a drop in the budget compared to how deep the Trust Fund’s overall revenue hole is.
