September 17, 2021 – Many of the challenges with NEPA in the United States are attributed to misunderstandings and conflicts between agencies. The following efforts specifically aimed at early coordination—between permitting agencies and between planning and environmental staff—might help to mitigate a number of risks that, if unaddressed, may result in time consuming litigation associated with the NEPA process.
September 17, 2021 – Examples from abroad suggest that the U.S. does not face a binary choice between top-down planning and comprehensive public outreach. Rather, officials should be empowered to make tough decisions rather than attempting to please all constituencies, and project development processes and environmental laws should emphasize the quality, rather than quantity, of public engagement.
September 17, 2021 – We need to appreciate the fact that driving is based on social and navigational skills that humans are adept at after millions of years of evolution. We need to recognize that driving is not as simple as making the rules of the road into an algorithm and training artificial intelligence on edge cases.
