• A 2-page memo from the Office of Management and Budget (M-25-13) dated January 27, 2025 and ordering a freeze on most federal funding obligations and disbursements to be effective at 5 p.m. the following day; and
• A 1-page instructional memo accompanying a 51-page spreadsheet listing almost all federal grant accounts, with federal agencies to fill in the degree to which the grant programs may conflict with several new Trump Administration executive orders.

A federal court issued a temporary administrative stay on January 28, 2025 holding the enforcement of the memo in abeyance temporarily, and on January 30, OMB issued M-25-14, withdrawing M-25-13 completely.
