This is the text of the substitute version of the chairman’s mark of the Surface Transportation Reauthorization Act of 2021 offered by Senators Carper, Capitol, Cardin and Cramer in advance of the May 26, 2021 markup by the Senate Environment and Public Works Committee.
This substitute, and not the base bill that was circulated on Saturday, May 22, will be base text for the markup.
The substitute includes the following changes from the base bill:
- Drops section 1205, which provided clear statutory authority for a greenhouse gas performance measure and also allowed states to exempt themselves from performance management requirements.
- Drops section 1504, which authorized appropriations for forest system legacy roads.
- Changes the annual funding ramp-up of Charging and Alternative Fuel Infrastructure Grants in sections 1101 and 1102.
- Requires that the Manual on Uniform Traffic Control Devices be updated every four years.
- Removes flexibility for states to be exempt from developing carbon reduction strategies under section 175.
- Other technical and conforming changes.
The markup is scheduled for 9:45 a.m. tomorrow.
