Set of memos from May 1975 preparing President Ford to decide whether or not the Administration’s forthcoming railroad policy bill would contain antitrust immunity for discussion by railroad rate bureaus of general rate increases. USDOT, White House legislative affairs, and White House policy staff supported antitrust immunity while OMB and the Justice Department opposed it. President Ford sided with USDOT.
