Eno Center for Transportation Announces Leadership Appointments

The Eno Center for Transportation is pleased to announce two significant leadership appointments that will further strengthen our commitment to advancing transportation policy and leadership development.

Rebecca Higgins Joins as Vice President of Policy

We are delighted to welcome Rebecca Higgins as our new Vice President of Policy. With over fifteen years of experience in transportation, infrastructure policy, and environmental permitting, Rebecca brings a wealth of knowledge and leadership to Eno at a pivotal time for the transportation sector.

“It’s a privilege to join Eno’s team of transportation experts and contribute to their excellent program of policy research,” she said.  “I’m looking forward to working with Eno members and helping state, local, and federal leaders make sense of the ever-changing landscape of transportation needs and opportunities.”

Rebecca previously served as Chief of Staff at the Federal Permitting Improvement and Steering Council, where she collaborated with executive leadership and agency staff to enhance infrastructure permitting processes while maintaining environmental standards. Prior to that, as a Senior Policy Advisor for the U.S. Senate Committee on Environment and Public Works (EPW), she was instrumental in the development and passage of significant legislation, including the Bipartisan Infrastructure Law and key provisions of the Inflation Reduction Act. Her efforts have directly shaped national infrastructure policies and funding priorities.

Rebecca’s extensive experience across both the executive and legislative branches, including her tenure at the U.S. Department of Transportation’s Office of Policy, aligns seamlessly with Eno’s mission to foster innovative, data-driven solutions to the nation’s most pressing transportation challenges.

Karen Price Promoted to Vice President of Development and Programs

We are also pleased to announce the promotion of Karen Price to Vice President of Development and Programs. Karen has been an integral part of Eno since 2017, bringing over sixteen years of experience in nonprofit marketing and development. In her previous role as Chief Development Officer, she successfully planned, managed, and implemented fundraising initiatives, and fostered beneficial partnerships and collaborations.

Before joining Eno, Karen began her career at a local domestic violence shelter and has since worked at various organizations at the local, regional, statewide, and national levels. Notably, from 2008 to 2010, she served as a Community and Business Development Volunteer in Albania with the Peace Corps. She holds a Bachelor’s in Finance and Multinational Business from Florida State University and a Master’s in Nonprofit Management from North Park University, along with certifications in Nonprofit Marketing Management, Leadership, Fundraising Management, Nonprofit Governance, and Organizational Development.

In her new role, Karen will oversee Eno’s development strategies and programmatic initiatives including our professional development programs, ensuring the continued growth and impact of our work in shaping public debate on critical multimodal transportation issues.

These leadership appointments reflect Eno’s ongoing commitment to excellence and innovation in transportation policy and leadership development. Founded in 1921 by William Phelps Eno, a pioneer in traffic management, the Center has remained at the forefront of research, policy analysis, and leadership development in the transportation sector. The combined expertise of Rebecca and Karen will further enhance our efforts to advance safe, efficient, and sustainable mobility for all.
