Stephen Kingsberry joined PATH as the Deputy Director in 2011 and was promoted to Director/General Manager in 2013.  Prior to joining PATH, Stephen was the Executive Director and the Director of Development of the Delaware Transit Corporation (DTC).  He founded the Hunterdon Area Rural Transit Corporation (HART) and served as its first Executive Director.   Stephen worked as the Director of Finance, Administration and Public Affairs for the North Jersey Transportation Planning Authority (NJTPA).  As the Special Assistant to the Executive Director of NJ Transit, Stephen designed a new management tool “Performance Using Latest Statistical Evaluation” (PULSE) for better managerial control.  Stephen has 29 years of progressive, responsible management experience in the transportation industry.

Stephen was a member of a research team that studied Excellence in Customer Service for Transit Operations in Cities in Western Europe in 2003 and was a Transit Cooperative Research (TCRP) Ambassador from 2001 through 2004.

Currently, Stephen is a board member of Transcom and the Port Authority of New York and New Jersey (PANYNJ) Airtrain Oversight Board. He has served as the Chairman of the Wilmington Area Planning Council (MPO), a board member of APTA, and a member of the Legislative and Rail committees. He was an instructor for the ENO Executive Leadership Training Program, taught at the University of Delaware, and guest lectured at Delaware State University.  Stephen holds a Bachelor’s Degree in accounting from CUNY and a Master of Public Administration Degree from Seton Hall University.  Additionally, he holds certificates in Executive Leadership from the Wharton School of the University of Pennsylvania and Northeastern University.
