On Monday, November 2, the chairman of the House Ways and Means tax subcommittee, Rep. Dave Reichert (R-WA), offered amendment #89 to the DRIVE Act. The amendment strikes all of the offsets in DRIVE that have already been enacted into law in Public Law 114-41, reduces the general fund to Highway Trust Fund transfers in the bill to reflect those lost offsets (and the House-only scorekeeping rule that prevents one of the Senate offsets from being counted in the House), and cleans up the Internal Revenue Code language in DRIVE.
