This PDF file is a two-page table showing all funding authorizations made by the INVEST in America Act (H.R. 3684), as passed by the House of Representatives on July 1, 2021.
Note that we say “transportation authorizations” – the table does not include the wastewater and drinking water funding authorizations that were added by the House Rules Committee. But the table does include all amendments made by the Rules Committee and by amendments adopted by the House, including:
- FHWA – In title I, a total of $1.8 billion in additional general fund authorizations for FHWA for Forest Service legacy roads and trails, a reauthorization of the FAST Act’s Regional Accelerator demo program, and an unrelated Historic Preservation Fund. Plus quadrupling the transportation equity research in title V from $2 million to $8 million per year.
- NHTSA – $75 million per year in general fund authorizations for NHTSA to update its 5-Star rating system.
- FRA – An extra $5 billion in general fund authorizations for the new PRIME railroad grant program over five years (Moulton amendment)
- all over – A new $36.6 billion electric vehicles division of the bill (general fund authorizations) from the Energy and Commerce Committee (Rush amendment – not sure what the division letter and section numbers will be once the bill is engrossed).
