The file includes a cover letter whereby the Committee’s chairman, Robert Merriam, forwarded the paper to the incoming Kennedy transition team for their use.
The paper is notable because it includes (at the end) the four-page memorandum of understanding between the Public Roads Administration and the Housing and Home Finance Agency allowing the first pooling of highway planning funds with urban planning funds by metropolitan areas for comprehensive metropolitan planning.
