This is a 19-page PDF file showing every Congressional earmark of a mass transit “new start” project in an appropriations bill or conference report prior to the enactment of the 1991 ISTEA surface transportation authorization law. ISTEA was the first authorization law to earmark new starts in a systematic way (there was one earmark in the 1987 authorization law, for L.A. Metroraiil, and none before that).
When the Reagan Administration took office and proposed to shut down the new starts program, the Appropriations Committees took control, as this document demonstrates.
