Memo from Transportation Secretary Rodney Slater to President Clinton dated February 24, 1997 where Slater requests that the President approve the draft NEXTEA surface transportation reauthorization bill authored by DOT and transmit the bill to Congress as Administration policy. Together with a March 4, 1997 cover memo to the President from Gene Sperling identifying key issues in the bill and a table inserted by Sperling showing how NEXTEA’s $177.3 billion compared with ISTEA’s $157.0 billion on a program-by-program basis. President Clinton announced the legislation on March 12, 1997 – eight days after Sperling’s memo.
