September 13, 1965 memo from Bureau of the Budget Assistant Director to Director Charles Schultze entitled “Transportation Chaos.” The memo references Council of Economic Advisers member Arthur Okun’s memo sent to days previously complaining about Under Secretary of Commerce Alan Boyd’s use of his Transportation Task Force and includes a memo from Boyd to the Task Force trying to broaden its scope to include the formation of specific transportation policy goals, which a BoB staffer said “gives rise to the apprehension that the response to Mr. Califano’s memorandum will be in the form of a philosophical discussion of goals rather than precise targets for accomplishment in the transportation area during the next 10 years or so.”
