“Transportation is a lifeline for communities struggling to recover from floods, hurricanes or other natural disasters,” said Chao. “These funds will help with long-term, permanent repairs, as well as, immediate needs to reestablish the transportation networks on which families and businesses alike depend.”
The money all comes from a $1.004 billion emergency supplemental appropriation made in the second FY 2017 continuing resolution (CR) in December 2016 (Public Law 114-254 – see section 191, here).
The specific disasters requiring the funding go as far back as a 2007 flood in Oklahoma, but most are more recent. By far the biggest is $112 million for Colorado for floods that occurred in September 2013 (the state also got another $12 million for rebuilding roads damaged in other disasters).
The ER program also gets $100 million per year in contract authority from the Highway Trust Fund. The table below shows specific amounts released this week.
