Cary also loves his family\, golf\, and his rescue pittbull\, Maddie. \n\nKevin Grove is an engineer and researcher with a passion for transportation safety. He is an expert in commercial vehicle safety technologies\, especially active in safety and automation. Before joining American Trucking Associations (ATA) Kevin was a Senior Research Associate at the Virginia Tech Transportation Institute\, where he worked with OEMs\, suppliers\, USDOT (U.S. Department of Transportation)\, and others to understand the real-world performance of commercial vehicle technologies and the barriers to fleet adoption. At ATA\, Kevin supports the safety policy team and helps members learn about the newest technologies being developed\, share best practices in safety technology\, and understand how automation will impact transportation in the future. \n\nKari Gonzales leads the world’s premier rail research organization based in Pueblo\, CO. Prior to assuming this role in 2021\, Gonzales served as Vice President and Chief Financial Officer for TTCI where she was responsible for company-wide strategic planning and business functions associated with day-to-day operations. Gonzales\, a Pueblo-native\, has been a part of MxV Rail’s organization since 2000 when she started as a student intern and was later hired full-time as a research engineer upon completing her degree in Mechanical Engineering from the Colorado School of Mines in December of 2002. \nShe also holds a Master of Business Administration from Regis University\, Denver (2015). During her time as a research engineer\, Gonzales excelled in conducting research and managing a diverse set of projects in support of the industry’s Strategic Research Initiative (SRI) program and MxV Rail’s commercial customers. She contributed a body of work that resulted in authoring/co-authoring of over 25 technical publications.

Lora emphasizes the value of input from a variety of stakeholders and works to develop inclusive plans through collaboration and a team-based approach to all her work. She has led Foursquare ITP’s major roles on several high visibility studies\, including BaltimoreLink\, a complete system redesign for Baltimore’s bus system; the Bus Transformation Project\, a strategic vision for the future of bus in the Washington\, D.C. region; and the Transit Transformation Project in the Hampton Roads\, VA region. Lora has also led several transit research studies for the Transit Cooperative Research Program and is an active member of the Transportation Research Board (TRB) committee on Bus Transit Systems. \nShana Johnson\, AICP (she/her) is a Vice President of Service Delivery & Project Manager\, as well as Foursquare ITP’s Transportation Demand Management (TDM)\, Shared Mobility\, and Parking Practice Lead. Shana is also one of the nation’s foremost experts on strategic planning for both policy and programs in transportation demand management\, and she strongly believes that TDM policies are a critical element of managing the transition to the shared mobility future. She also has significant experience in long-range\, regional\, and multi-modal planning\, strategic planning\, transportation research\, financial and capital planning\, transportation equity\, and active transportation. In her diverse experience she has led strategic\, analytical\, and program implementation planning efforts for a wide range of agencies. Among the projects Shana has led are a policy-focused TDM strategic plan for Atlanta\, overseeing the operations of the District’s goDCgo TDM program\, using qualitative and qualitative research methods to examine the relationship between Northeast Corridor rail and regional economic development\, managing the development of transportation needs and recommendations for the Staunton District for Virginia’s statewide transportation plan\, and managing the first ever bikeshare development plan for Arlington County\, Virginia.

In this moderated discussion\, members of each research team will discuss common themes and differences that emerged from their respective projects\, some of the challenges and opportunities inherent in investigating transit project delivery\, and areas for future research. \n\nOctober 20: International Best Practices Panel\n \nEno’s case studies identified best practices for effective project delivery in peer regions in Europe. This keynote session will feature a pre-recorded discussion with Spanish\, French\, and Danish stakeholders to discuss some of the best practices that have emerged from their countries’ respective projects\, as well as recommendations identified through Eno and other team’s research. These include standardization of contracts\, station design\, rolling stock\, and creativity in meeting fire codes in Denmark\, and other governance/management best practices in France and Spain. \n\nOctober 20: Staff Capacity and Training Panel\n \nAmong the most important considerations in delivering major transit projects is the need for skilled\, experienced staff. This discussion will focus on how project sponsors can build staff capacity and train their workforce for more effective management of transit projects. \n\nOctober 20: Environmental Permitting Panel\n \nEnvironmental reviews and permitting requirements are a major element of planning and executing major transit projects\, and are frequently cited as a cost and timeline driver. There have been numerous proposals to reform and streamline NEPA and other permitting processes\, though few major changes have been made. This session will discuss some of the findings and recommendations on permitting from Eno’s report. \n\nOctober 20: Community Engagement Panel\n \nCommunity engagement is a critical element of the project planning process\, and can help ensure communities impacted by transit projects have the opportunity to weigh in and shape the project. However\, community engagement can be fraught with confrontation\, pushback\, and overwhelming requests for betterments from municipalities. This panel discussion will discuss challenges and opportunities to strengthen and re-imagine the community engagement and planning process (including scoping\, betterments\, and tolerance of disruption) for transit projects. \n\nOctober 21: Federal Policy Panel\n \nWhile transit project delivery is primarily handled by local agencies and governments\, the federal government plays a large role in funding\, overseeing\, and permitting major transit projects. This panel will discuss best practices in federal permitting and project delivery reforms\, as well as opportunities for federal action and funding to catalyze reform at the local level. \n\nOctober 21: Austin\,TX Project Connect Panel\n \nIn 2020\, Austin voters approved Project Connect\, an historic $7 billion expansion of the city’s transit system\, including new light rail lines and a downtown tunnel. With an independent delivery vehicle created to execute Project Connect and planning underway\, representatives from Austin will discuss the current state of the project\, and how the region can utilize best practices to ensure Project Connect is delivered on-time and on-budget. \n\nOctober 21: Los Angeles Panel\n \nIn this session\, representatives from Los Angeles will discuss the history and evolution of transit project delivery in the region\, including challenges delivering early subway lines\, best practices that have emerged from recent transit projects\, the cultivation of strong in-house expertise\, and plans for future capital expansions. \n\nOctober 21: Seattle Panel\n \nIn this session\, representatives from the region will discuss the history and rapid growth of Sound Transit and its capital program\, including but not limited to its initial light rail line\, lessons learned from its three successful voter-approved transit measures\, COVID-era budget realignment\, and numerous extensions underway. \n\nOctober 21: Preview of Forthcoming Eno Research\n \nThe Eno team will discuss and preview the additional research reports examining project delivery and governance both domestically and abroad that are currently underway.  \n\n\n\n\n\n\n\n\n\nView the Schedule

While these projects are as diverse as the country itself\, they all have one thing in common: increased scrutiny over their costs and timelines to build. According to Eno’s Transit Construction Cost Database\, the United States pays nearly 50% more on a per-mile basis to build both primarily at-grade and primarily tunneled projects than peer countries. \nAs part of an 18-month research\, policy\, and communications project\, Eno set out to analyze current and historical trends in public transit project delivery. We convened a set of advisors and conducted in-depth interviews with key stakeholders to understand the drivers behind mass transit construction\, cost\, and delivery in the United States. The goal of the group  is to \n(1) educate the public at large as well as policy makers as to the importance of the aviation industry to the U.S. economy; \n(2) identify the roadblocks to progress\, innovation\, and modernization; and \n(3) propose bold\, pragmatic policy solutions to help tackle those challenges. \nThe fall meeting will focus on Eno’s current project on UAS Integration. SUMMARY:Webinar: Contracting for Mobility
DESCRIPTION:New privately-run mobility services are now ubiquitous in many urban regions. While these services are private ventures\, companies and public entities can partner to deliver services that augment or enhance public transit. Of course\, public transportation agencies contracting with private entities for services is not a new concept. Agencies routinely form agreements for services\, ranging from information technology to station cleaning to bus and paratransit operations. Lessons and best practices for those traditional agreements abound. \nWhat is different with the new mobility on-demand (MOD) services is that they are often run by startup companies with different business models and expectations. Public agencies and MOD companies alike have limited experience contracting on these types of services.  In this webinar\, we will review Eno’s recent case study on the contracts for the MOD Sandbox pilot projects in the Los Angeles and Puget Sound regions. SUMMARY:Webinar: Analyzing Bus Ridership Decline
DESCRIPTION:Following six years of consecutive decline\, bus ridership in the United States attained its lowest level ever recorded in history last year. In this webinar\, Dr. Berrebi will explain reasons and potential solutions to this decline through analysis of passenger count data between 2012 and 2018 at 50\,000 bus stops in four cities: Portland\, Miami\, Minneapolis/St. Paul\, and Atlanta. Data show that in all four cities\, neighborhoods with high proportions of white residents lost ridership at the fastest rate. In Miami and Atlanta\, places with high concentrations of college-graduates also correlate with ridership decline. These results suggest that changes in the travel behavior of choice riders may explain the bulk of the decline. Dr. Berrebi will discuss the inelasticity between frequency and ridership and recommend service\, policy\, and infrastructure solutions for transit agencies. \nSpeakers:\nSimon Berrebi\, PhD\, Postdoctoral Fellow at the Georgia Institute of Technology\nAlice Grossman\, PhD\, Senior Policy Analyst\, Eno Center for Transportation \n\nDr. Simon Berrebi is a Postdoctoral Fellow at the Georgia Institute of Technology\, where he conducts research on transit ridership. During his Ph.D.\, Simon developed a real-time dispatching method to avoid bus-bunching\, which was implemented on three high-frequency transit routes in Atlanta\, GA\, and San Antonio\, TX. He founded DynamicTime\, and software company helping transit agencies implement dynamic tools to improve operations.
